I have a great pic of a scenery covered in cloud. What I want to do is merge another picture into the original of a person but what is the best way to make the person look like they are covered in cloud as well (what filter or what settings do I use ) The pic of the person was taken with a flash.

I think you'll have to do that by hand. No quick fix.
Set the airbrush to like %10 opacity and brush it over the person.
